Abstract

[eng] Public-private partnership and infrastructures and urban facilities investment . The public-private partnership (PPP) only applies to a restricted field, but it can be a remarkable tool of modernization and effectiveness of public action. It has to be considered less as a legal and financial arrangement than as a practice of public management. To deal with the public-private partnership, this article tries to answer some basic questions : . - what is the PPP ? . - what is its usefulness ? . - what are successful conditions ? . JEL classification : H54, R53 [fre] Le Partenariat public-privé trouve son utilité sur un champ bien circonscrit, mais, utilisé à bon escient, il peut être un remarquable outil de modernisation et de meilleure efficacité de l’action publique. C’est donc moins comme un montage juridico-financier qu’il doit être regardé que comme une pratique du management public. Encore faut-il, pour en traiter, se poser quelques questions de base : . - de quoi parle-t-on ? . - à quoi cela sert-il ? . - quelles sont les conditions du succès ?
