Abstract

[fre] Les mécanismes fiscaux et financiers qui s’appliquent aux secteurs du logement et des biens immobiliers peuvent avoir un impact important sur le développement urbain. Mais la confusion des objectifs et le manque d’analyse coûts/bénéfices provoquent souvent des effets indésirables qui peuvent contredire des politiques publiques qui s’appliquent au développement urbain. L’exemple de la divergence entre le subventionnement d’investissements dans le logement locatif et la restriction de l’étalement urbain illustre clairement cette contradiction. L’amélioration de l’évaluation des terrains et biens immobiliers et la pratique plus fréquente de l’estimation de l’impact des mécanismes fiscaux et financiers sur le développement urbain devraient être développées. . Fiscal and financial mechanisms that apply to housing and real estate can have an important impact on the pattern of urban development. But the confusion of objectives and the lack of a proper cost-benefit analysis often lead to side effects that can contradict public policies that apply to urban development. The example of the divergence between the subsidization of investment in rental housing and the limitation of urban sprawl clearly illustrates this contradiction. Improvement of the assessment of land and real estate and the practice of the impact assessment of fiscal and financial devices on the pattern of urban development should thus be developed. .
