Abstract

[eng] Who are the true property owners of French cities ? . Are the Church, the State, banks and insurance companies, municipalities or representatives of the big families ? Since 1789 and the Declaration of Human Rights, every French citizen has been having the right to ownership, freely and independently of the mighty. But even today rumours pretend that French cities belong to the Church or that Paris is sold to foreigners ? These rumours betray a part of the fear of society, as ownership illustrates the game of power. In the XVIIIth century, Church and nobility shared the wealth of France. In the next century, the middle classes captured it. Since the end of the Second World War, the middle class has been giving up the place to financial institutions, to the State and to local governments. . JEL classification : R2 [fre] L’Église, l’État, les banques et compagnies d’assurance, les municipalités ou les représentants des grandes familles ? Depuis 1789 et la Déclaration des droits de l’Homme, tout citoyen français a droit à la propriété, librement et indépendamment des puissants. Depuis lors, la convoitise et l’ambition aidant, la rumeur colporte des légendes. Aujourd’hui encore ne prétend-on pas que nos villes appartiennent au clergé, ne lit-on pas régulièrement que Paris est vendu aux étrangers ? Ces rumeurs trahissent une part des fantasmes et des peurs de notre société, tout comme la propriété illustre le jeu des puissances. Au XVIIIe siècle, clergé et noblesse se partageaient la richesse de notre pays. Au siècle suivant, la bourgeoisie se l’accapara. Depuis la fin de la Seconde Guerre mondiale, celle-ci cède peu à peu la place aux institutions financières, à l’État et aux villes. . Classification JEL : R2
