Que faire après Kyoto ? Les principaux enjeux

Abstract

[fre] Les deux principaux enjeux pour la période après Kyoto sont de ramener les Américains dans les négociations et d’associer les pays en développement à l’effort commun de réduction. Les Américains ont aujourd’hui une vision très axée sur la technologie, qui apparaît opposée à celle des Européens axée sur les marchés de permis. Un des enjeux pour le futur est de réconcilier ces deux discours et de développer une vision transatlantique commune sur la façon d’accélérer la recherche sur les technologies propres. Concernant les pays en développement, l’enjeu principal est d’y accélérer le transfert des technologies propres de façon à infléchir durablement leurs trajectoires d’émissions futures. Le Mécanisme de développement propre n’apparaît pas suffisant face à l’ampleur du défi ; de nouveaux instruments ou modalités d’association devront être imaginés pour l’après 2012. . The two main challenges in the post 2012 period are to bring the United States back into the negotiation and to find ways to associate the developing countries in the common reduction effort. The United States vision is presently very focused on technological issues. This often seems to conflict with the European point of view which focuses on emission trading schemes. Thus a first challenge is to reconcile those two visions and develop a common understanding of how to accelerate research on climate change technologies. Regarding the developing countries issue, the main challenge is to accelerate the transfer of clean technologies into those countries, in order to alter their emissions trajectories in the long run. The Clean Development Mechanism will not be enough ; new instruments and new modalities of association with those countries will have to be developed within the post 2012 framework. .
