La surveillance des groupes et des conglomérats financiers

Abstract

[eng] Financial conglomerates call into question the supervision’s organization in Europe. Today, conglomerates’ control is still national and divided. The risks diversification allowed by size effect of insurance group isn’t so acknowledged. This excessive requirement of equity capital implies a non-productive immobilization of capital which is expensive just as well for the consumer as the firm or the economy. So a more integrated supervision seems to be an urgent need at the international as the business level. Solvency II could be so an opportunity to progress on this way. This project is the occasion to modernize supervision allowing to cleverly grasp the risks’ economic reality with risk management’s means such as asset/ liabilities management and internal models. . JEL classification : G22, G28, K2 [fre] Les conglomérats financiers remettent en question l’organisation de la supervision en Europe. Aujourd’hui, le contrôle de l’activité des conglomérats est encore effectué de manière nationale et compartimentée. La diversification des risques que permet l’effet de taille des groupes d’assurance n’est, de ce fait, pas reconnue. Cette sur-exigence de fonds propres au niveau local entraîne une immobilisation improductive de capitaux, coûteuse pour le consommateur, l’entreprise et l’économie. C’est pourquoi une supervision plus intégrée apparaît comme une nécessité urgente, au plan international comme au plan des activités. Le projet de directive Solvabilité II peut constituer une opportunité pour progresser en ce sens : il est l’occasion de moderniser la supervision en lui donnant les moyens d’appréhender de façon beaucoup plus fine la réalité économique des risques, à travers les outils de gestion des risques que constituent la gestion actif/ passif et les modèles internes. .
