Abstract

[fre] L’indemnisation des catastrophes naturelles en France repose sur un système original faisant intervenir conjointement les pouvoirs publics et l’industrie des assurances. Fondé sur la solidarité, ce système mis en place en 1982, garantit aux assurés une prise en charge rapide de leurs dommages, même en cas de catastrophe majeure. Des évolutions se traduisant par un élargissement de son champ d’intervention ont eu pour conséquence de mettre en jeu son équilibre financier. En 2000, une réforme globale du mécanisme d’indemnisation a permis de stopper la dérive des résultats, mais une recrudescence de la sinistralité depuis 2002 a entraîné une nouvelle dégradation. Pour assurer la pérennité du régime, une nouvelle réforme s’avère nécessaire, elle sera menée en concertation avec l’ensemble des intervenants du système. . Classification JEL : G22, G28 . . [eng] The insurance of losses due to natural catastrophes in France is guaranteed through an original system which calls upon the government and the insurance industry. The system is based on the principle of solidarity, and since 1982 insures rapid compensation of losses even in the case of major catastrophes. The financial equilibrium of the scheme was challenged with the appearance of new phenomena leading to the expansion of the schemes perimeter of intervention. In 2000, a reform touching the indemnification mechanism stopped the erosion of the results although the increase in losses since 2002 has since triggered new degradations. To insure the viability of the scheme a new reform is necessary, to be put into action through the collaboration of the ensemble of actors involved in the scheme. . JEL classification : G22, G28
