La Chine crée-t-elle de nouveaux paradigmes économiques ?

Abstract

[fre] Le regard économique sur la Chine change rapidement. L’histoire économique appliquée à la Chine précommuniste s’attachait à rendre compte des obstacles à la croissance, des goulots d’étranglement de celle-ci. Sous le maoïsme, une alternance de flux et de reflux dans la collectivisation à outrance, de mobilisation populaire suivie d’un desserrement des contraintes, scandent l’histoire des trois premières décennies du régime. Avec l’ère Deng Xiaoping est venu un autre cycle politique : celui de l’ouverture et des réformes, aboutissant à des dérapages économiques spectaculaires ou à des « atterrissages forcés ». Au fur et à mesure qu’augmente sa composante externe, l’économie chinoise a changé d’échelle et connaît aujourd’hui plusieurs moteurs de croissance, qui ne produisent pas nécessairement leurs effets tous en même temps, mais permettent à un pouvoir technocratique fort de tirer l’économie tout en tolérant des « bulles » ou déséquilibres locaux. . The pre-communist Chinese’s economic history only explained obstacles to economic growth and bottleneck of it. With Mao a changeover of tight collectivization, of people’s mobilization and after constraints’ relaxation punctuated the first three decades of this system. With Deng Xiaoping, came another political cycle : economic openness and reforms that they come of spectacular economic getting out of control or forced slowdown. Chinese economy changes as soon as its external part increases. It has today several driving forces behind growth that they don’t produce their effects at the same time. So they allow a tight technocratic power to favour economic growth and also tolerate « bubbles » or local imbalances. . JEL classification : O24, O53, P2
