Abstract

[fre] Le bien-fondé de la prise en compte des risques opérationnels (RO) dans la réforme Bâle II est maintenant couramment admis au sein de l'industrie financière. Au-delà des catastrophes majeures, qui peuvent expliquer son intégration dans le pilier I du futur dispositif prudentiel, la maîtrise du RO est l'un des moyens de garantir les performances des banques et de mieux gérer les processus internes, les systèmes de Place et les interactions avec les tiers, dans le prolongement des démarches qualité introduites antérieurement. Cet article propose d'abord une définition du RO, puis analyse sa gestion dans la banque et ses différents métiers. Il décrit ensuite les problèmes soulevés par la mesure du RO et enfin par sa couverture par les assurances. . Classification JEL : G21, G28 [eng] Methodological issues : the operational risk . The validity of the operational risk (OR) focused in the Basel II reform is now accepted by financial industry. Beyond major disasters that can explain its integration into pillar I, OR management allows to assure banking results and to manage internal process, market systems and interactions with third party. The author exposes first a description of the OR and analyses its management in the banking sector. He describes issues raised by its measurement and its hedging by insurance. .
