Abstract

[eng] The impact of Basel II on the strategy of bank . The impact of Basel II on the strategy of banks must be seen as a sequel to Basel I : by setting a uniform minimum price for bank credit, in terms of the equity required to support it, Basel I has created a price umbrella which allowed massive disintermediation of finance during the 90s. Regulatory arbitrage has led the banks to transfer part of their risks to insurers and hedge funds. With Basel II, the pricing of bank credit will be closer to market references. This, plus the unfavorable market valuation of investment banking activities, may induce a return to balance sheet financing by the banks. Basel II will also create new arbitrage opportunities for the banks in managing their risk portfolio, and a strong incentive to strengthen their internal risk evaluation functions. . JEL classifications : D4, G21, G28 [fre] Largement dépendantes des banques, les PME sont ainsi en première ligne des acteurs économiques non financiers susceptibles d'être affectés par la modification de la réglementation sur la solvabilité bancaire. En effet, le 1er pilier du nouvel accord, qui fixe les règles des exigences minimales en fonds propres et qui, en tant que tel, exercera une influence immédiate sur les relations de crédit entre les banques et les entreprises a, dès le début du processus de réforme, retenu l'attention des observateurs intéressés au finance ment de l'économie. Cette note expose les derniers développements du processus de Bâle en la matière, en s'interrogeant sur quelques-unes de ses incidences en France. Alors que le niveau des exigences de fonds propres que les banques françaises devront respecter paraît encore incertain, l'impact de la généralisation des processus de notation interne en France aurait pour sa part des conséquences importantes, quoique ambivalentes. .
