Abstract

[fre] Le processus d'accession est actuellement dirigé par la Commission européenne. Il s'agit là d'une tâche énorme. Celle-ci est largement mécanique, étant donné qu'elle ne laisse pas beaucoup de place à la discussion : les pays adhérents doivent en effet assimiler tous les acquis, comme ce fut décidé il y a une décennie à Copenhague. Cependant, le cas du régime de taux de change requiert un traitement spécial. Dans ce cas, deux logiques s'opposent : la logique légale, qui repose sur le principe d'égalité de traitement, et la logique économique, qui reconnaît l'existence de facteurs spécifiques importants. Le présent article passe en revue les deux logiques et conclut qu'une grave erreur serait commise en ignorant, comme c'est le cas actuellement, la logique économique. . Classification JEL : E42, F31, F36 [eng] The dangers of inflexibility . The accession process is currently masterminded by the European Commission. This is a massive task that deals with a huge range of issues from the essential to the mundane. This is largely a mechanical task, since there is not much to be discussed : the accessing countries must take on board all the acquis, as was decided a decade ago in Copenhagen. However, the case of the exchange rate regime requires special treatment. Here, two logics clash : the legal logic, which calls for equal treatment, and the economic logic, which calls for recognising important specific factors. This paper reviews both logics and concludes that it would be a serious mistake to ignore, as is currently the case, the economic logic. . JEL classifications : E42, F31, F36
