Abstract

[fre] Dans cette interview, Marie-Anne Frison-Roche, professeur de droit à Sciences Po, expose un point de vue de juriste sur la gouvernance financière internationale et son évolution, principalement sur le rôle des États dans ce domaine. La globalisation de l'économie, et particulièrement des marchés financiers, oblige à une certaine régulation. Celle-ci implique ainsi un « marché mondial régulé » par un ensemble de règles. Cependant, cette organisation ne peut être légitimée par aucun État mondial, d'où une nouvelle demande de décisions et de garanties publiques, notamment dans le cas des crises financières internationales. Depuis l'élection de G. W. Bush et le 11 septembre, il semble que la politique extérieure des États-Unis ait évolué vers la défense de la puissance américaine et que la conception américaine de la gouvernance s'impose davantage au reste du monde. . With this interview, Marie-Anne Frison-Roche, law professor, presents a jurist's point of view on international financial governance and its changes, particularly the government involvement. Economic globalisation, notably of financial markets, requires regulation which involves a « world market » controlled by rules. However, this organisation can't be legitimated by a « world government ». A new demand of public decisions and guarantee then emerges, particularly when financial crises appear. Since G. W. Bush's election and September 11th, foreign policy of the United States has seemed to evolve to the American power's protection.
