FMI, Banque mondiale : le tournant politique

Abstract

[fre] Le FMI et la Banque mondiale ont été créés sur la base d'un faux-semblant qui peut se résumer de la façon suivante : il est possible d'organiser une intervention financière publique internationale sur la base unique de considérations techniques, économiques, sans aucune considération de nature politique. L'histoire des deux institutions, les nombreux échecs de leurs interventions et la contestation théorique de leur modèle économique de base ont mis à mal ce faux-semblant. Face à cette remise en cause de leur légitimité, FMI et Banque mondiale ont réagi. Depuis la fin des années 1990, non seulement elles acceptent de reconnaître la nature intrinsèquement politique de leurs interventions mais elles la revendiquent. Malheureusement, les premiers signes de la mise en oeuvre concrète de cette nouvelle orientation peinent à convaincre. C'est cette évolution que décrit cet article. . Classification JEL : E44, F33, 019 [eng] IMF and World Bank : the policy watershed . IMF and World Bank were created on a deceitful basis : an international financial public intervention can be organised with only technical and economic consideration without taking into account political aspects. These two institutions' history, many failures of their interventions and the theoretical questioning of their economic model have weakened this pretence. Since their legitimacy was questioned, IMF and World Bank have reacted. They now acknowledge the political aspect of their interventions and claim it. But the first concrete implementations of this new orientation aren't convincing. This article relates this development. . JEL classification : E44, F33, 019
