Abstract

[eng] Can East Asia emulate European economic integration ? . After a financial crisis broke out in Thailand in July, 1997, Japan proposed creation of an Asian monetary fund (AMF) as a framework for promoting financial co-operation and policy co-ordination in the region. This idea was revived again when the finance ministers of ASEAN + 3 agreed on May 6 2000 in Chiang Mai, Thailand to establish a system of swap arrangements within the ASEAN + 3 countries in what is known as the Chiang Mai Initiative (CMI). This article describes then the components of CMI and progress of the negotiations for the Bilateral swap arrangements and Surveillance system. Before concluding on the likely courses of development of the CMI, author describes Barriers to Financial Co-operation and Integration. . JEL classification : E44, F33, G15, 019, 053 [fre] Après la crise thaïlandaise en juillet 1997, le Japon proposa la création d'un Fonds monétaire asiatique (FMA), destiné à servir de structure de soutien à la coopération financière et à la coordination des politiques dans la région. Cette proposition se concrétisa lorsque les ministres des Finances des États membres de l'ANASE + 3 convinrent le 6 mai 2000, à Chiang Mai en Thaïlande, d'instaurer un système d'accords de swaps, commun aux pays de l'ANASE + 3, créant ainsi ce que l'on appelle désormais l'Initiative de Chiang Mai (lCM). Cet article décrit ainsi les modalités d'application de l'ICM, ainsi que l'état d'avancement des négociations sur les Accords bilatéraux de swap et le système de surveillance. Avant de conclure sur les perspectives de développement de l'ICM, l'auteur décrit les différents facteurs susceptibles de freiner la coopération et l'intégration financières. .
