Abstract
. This essay seeks to recapitulate the current status of a central issue : in global financial governance : the role of the private sector in resolving financial crises in emerging markets. It first sets forth the conceptual economic framework for the interaction between private lenders, sovereign borrowers, and international financial institutions. It then reviews the record on « private sector involvement » in resolving the major crises of recent years. The discussion then turns to the evolution of policy and the development and status of the SDRM idea as well as that of collective action clauses in bonds. The emerging response of the private sector to these issues is then considered. Taking into account the potentially important influence of the Argentine case on likely policy evolution, the essay concludes with an attempt to outline a balanced policy approach for going forward. .
