Abstract

[fre] L'auteur décrit ici la menace que représentent le blanchiment des capitaux et les circuits financiers du terrorisme ainsi que les actions du Gafi dans ces deux domaines. Concernant le blanchiment, le Gafi a mis au point 40 recommandations qui mettent l'accent sur trois grands domaines d'action : le cadre juridique, le système financier et la coopération internationale. Le deuxième grand défi du Gafi est de s'engager dans un effort sans précédent visant à la mise en oeuvre efficace de 8 recommandations spéciales contre le financement du terrorisme qui traitent de : la ratification et la mise en oeuvre des instruments des Nations unies ; l'incrimination du financement du terrorisme et du blanchiment de capitaux commis dans le cadre des activités terroristes ; le gel et la confiscation des biens des terroristes ; la déclaration des transactions suspectes liées au terrorisme ; la coopération internationale ; la remise de fonds alternative ; les virements électroniques et les organismes à but non lucratif. . In this article, the author describes danger of money laundering, terrorism's financial channels and the Gafi's policies. Against money laundering, Gafi advocated 40 recommendations that highlight three domains : legal framework, financial system and international co-operation. The second Gafi's challenge is the implementation of 8 special recommendations against terrorism finance : ratification and implementation of UN tools ; incrimination of terrorism finance and money laundering ; capital seizure and confiscation of terrorists' goods ; notification of suspicious transactions ; international co-operarion ; alternative remittance of funds ; electronic transfers and non-profit-making organisation. .
