Abstract

[fre] L’eau douce est une ressource particulière car c’est un bien rare et essentiel, mais renouvelable. Toutefois, l’eau ne se transporte guère artificiellement et s’utilise essentiellement localement. Il y a donc autant de problèmes de gestion équilibrée que d’unités (bassins) hydrographiques, dépendantes des fluctuations et évolutions des variables climatiques. Malgré sa rareté, il ne lui est attaché aucune valeur commerciale intrinsèque. Il n’y a pour ainsi dire pas de marché de l’eau en tant que bien, au sens où il y a un marché des matières premières ; il y a un marché des services liés à sa mise à disposition. C’est à l’échelle des grands bassins-versants que s’impose d’organiser cette gestion intégrée des ressources en eau, à travers des outils de concertation et de décision, et en mettant en place des instruments économiques adaptés. . Classification JEL : O10, Q01, Q25 [eng] Water . Spring water is a special resource given that it is both rare and essential but also renewable. However, water is rarely artificially transported and is mainly used locally. There are therefore as many problems linked to balanced management as there are with hydrographic units (basins), dependent on the changes and movements in climatic variables. Despite the fact that it is rare, no intrinsic commercial value is attached to it. There is no market for water as an asset in the same way as there is a market for raw materials. There is however a market for services that are connected to its supply. It is at the level of the large feeder basins where it is needed to organise this integrated management of water resources by means of tools of dialogue and decision-making through the putting place of suitable economic instruments. .
