[fre] L’eau douce est une ressource particulière car c’est un bien rare et essentiel, mais renouvelable. Toutefois, l’eau ne se transporte guère artificiellement et s’utilise essentiellement localement. Il y a donc autant de problèmes de gestion équilibrée que d’unités (bassins) hydrographiques, dépendantes des fluctuations et évolutions des variables climatiques. Malgré sa rareté, il ne lui est attaché aucune valeur commerciale intrinsèque. Il n’y a pour ainsi dire pas de marché de l’eau en tant que bien, au sens où il y a un marché des matières premières ; il y a un marché des services liés à sa mise à disposition. C’est à l’échelle des grands bassins-versants que s’impose d’organiser cette gestion intégrée des ressources en eau, à travers des outils de concertation et de décision, et en mettant en place des instruments économiques adaptés. .
