Les systèmes bancaires des pays de l'Est

Abstract

[fre] Les pays de l’Est ont développé de nouveaux systèmes bancaires qui restent encore fragiles. La maîtrise du risque est au coeur du problème et l’approche de sa solution a généré une grande diversité dans le niveau de performance des systèmes bancaires. Quelques pays d’Europe Centrale, dont les gouvernements ont lancé des restructurations difficiles et coûteuses avant leur privatisation, sont les plus avancés dans la réforme. Ils ont invité les banques étrangères intéressées et cette pénétration étrangère commence déjà à favoriser la ré-intermédiation des prêts et l’épargne. L’apport qualitatif de ces banques est déjà visible, l’apport quantitatif qui permettra de réduire les coûts d’intermédiation significativement arrivera lorsque les investissements en cours seront terminés et que la profitabilité des banques sera restaurée. Cette voie pourrait être un modèle pour les pays de la CEI. . Classification JEL : G21, G28, P20, P34 [eng] Banking Systems in Eastern Europe and the CIS . Eastern countries have developed new banking systems. All of them show signs of fragility still but to various degrees. Management risk remains a very significant issue and tackling this issue has been leading to a growing diversity in the performance of the banking systems. A few countries in Central Europe have governments which went through a painful and costly restructuring of their large banks before launching their privatisation. The presence of foreign banks already starts supporting the reintermediation of savings and loans. The qualitative dimension of their role is already very visible, the quantitative dimension i. e. a significant reduction in intermediation costs, can be expected once large investments have been completed and profitability restored. Is this a model for most CIS countries, which have missed so far opportunities to create a robust banking system ? . JEL classifications : G21, G28, P20, P34
