Abstract

[fre] La notion de services bancaires de base est l’équivalent, dans le domaine des moyens de paiement, de la notion de service universel qui s’applique aux industries de réseau. Elle se justifie par la crainte que la déréglementation tarifaire n’entraîne l’exclusion de certaines catégories d’usagers. Nous étudions ici les différents systèmes envisageables pour financer cette obligation de service universel dans le domaine bancaire. . The notion of basic banking services is the adaptation to payment services of the notion of Universal Service that prevails in network industries. It is motivated by the fear that deregulation might entail exclusion of certain categories of users.
