Flux financiers et marchés émergents en Asie

Abstract

[eng] Financial flows to Emerging Countries . Capital flows to developing countries have increased strongly reaching 285 billion US Dollars in the year 1996. Because of the present crisis in South-East Asia the expected figure for 1997 may be slightly smaller. In this contribution the role of national and international capital markets is described and the factors influencing the increase of the flows are analyzed. Three trends are becoming clear. In the first place, private capital flows have become more important than public capital provided in the framework of development cooperation. Secondly, private capital is not just going into any country or any sector. The more promising sectors in the more dynamic developing countries are usually targetted. Finally, there is a need to reform East Asian financial systems in order to move quickly to help to integrate their economies into the world economy. Prudent, safe and sound banking can be promoted by opening up markets to supervision, accounting and corporate governance. [fre] Les flux de capitaux vers les pays en voie de développement ont considérablement augmenté jusqu'à atteindre 285 milliards de dollars, en 1996. Compte tenu de la crise actuelle en Asie du Sud-Est, le chiffre attendu pour 1997 pourrait être légèrement inférieur. Dans cette contribution, le rôle des marchés de capitaux nationaux et internationaux est décrit et l'on analyse les facteurs ayant une influence sur l'augmentation des flux. Trois tendances se font jour. En premier lieu, les flux de capitaux privés deviennent plus importants que le capital public fourni dans le cadre de la coopération pour le développement. En deuxième lieu, le capital privé n'est pas simplement en train d'aller vers n'importe quel pays ou secteur. Les secteurs les plus prometteurs dans les pays en développement les plus dynamiques sont généralement visés. En troisième et dernier lieu, il est nécessaire de réformer les systèmes financiers de l'Est Asiatique. Les gouvernements de cette région ont besoin d'agir rapidement pour renforcer leurs systèmes financiers afin de soutenir la croissance et d'appuyer leur intégration dans l'économie mondiale. Il est possible de promouvoir un système bancaire sûr et sain moyennant l'ouverture des marchés à une concurrence accrue et en imposant des normes plus élevées de supervision prudentielle, de comptabilité et de gouvernement d'entreprise.
