Abstract

[eng] The future of emerging countries : who to manage the massive capital inflows ? . There is a narrow margin between the fact that an emerging country maximize the benefits of capital inflows and that of risks related to losing control over major economic policy targets. There are many doubts as regards the capability of the emerging country phenomenon to be sustainable. Prevent and control the destabilitizing effects of this phenomenon is the major challenge to be faced in the future. This article presents the reasons wich should lead the emerging countries to worry about capital inflows. In this respect, it assesses economic policy instruments and tries to understand the way which could enable emerging countries to reach stability and a lasting development. [fre] Une marge étroite existe entre la situation où un pays émergent tire le maximum de bénéfices des entrées des capitaux et celle où il risque de perdre le contrôle des grands objectifs de politique économique. En effet, plusieurs interrogations se posent sur la pérennité du phénomène d'émergence. Prévenir et contenir les effets déstabilisateurs et les aléas associés à ce phénomène constitue donc un important défi pour l'avenir. Cet article expose les raisons qui doivent conduire les pays émergents à se préoccuper des entrées massives de capitaux. Il évalue les instruments de politiques économiques pour cet effet et cherche à tirer les leçons concernant les modalités susceptibles d'assurer la stabilité et la pérennité du développement des pays émergents.
