Abstract

[eng] Financial rating : when information becomes a decision making instrument . Financial rating is today being widely publicized by the financial press. This study enables to better grasp the characteristics of rating, to simplify its understanding and to judge it only on what it is : a mere opinion delivered by a rating agency. . In a complex, constantly changing, financial universe, whose efficiency is known, there is an increasing information demand not only at qualitative but also at quantitative level. Rating is also required because it is simple, gradual, well-known and appreciated by all players and because it has an international value. For specialists, financial markets' efficiency should go along with rating efficiency.. The article gives an overview on this essential question and it shows that while some rating can be considered reliable, it is not by now wholly efficient. [fre] La notation financière, plus connue sous le nom de « rating », fait l'objet aujourd'hui d'une large publicité auprès de la presse spécialisée. L'étude permet de mieux comprendre les contours d'une notation, de la démythifier et de la juger uniquement sur ce qu'elle est : une simple opinion délivrée par une agence de notation. . Dans un univers financier complexe, en perpétuel mouvement et dont l'efficience est reconnue, la demande d'information est croissante tant sur un plan qualitatif que quantitatif. Aussi, la notation est recherchée parce qu'elle est simple, graduelle, connue et reconnue par tous les intervenants et qu'elle a une valeur internationale. Pour les spécialistes, l'efficience des marchés financiers devrait s'accompagner d'une efficience de la notation. L'article permettra d'avoir un éclairage sur cette question fondamentale et il montrera que si une notation peut être considérée comme fiable, elle n'est pas à ce jour encore totalement efficiente.
