Abstract

[fre] Le retard de l'épargne retraite en France ne s'explique-t-il que par l'insuffisance du cadre législatif ? Après avoir mis en évidence le poids de différents facteurs dans ce retard (aspects politiques, sociaux, financiers, etc.), l'article s'interroge sur la responsabilité de l'Offre elle-même. Celle-ci se caractérise par une très forte intégration des fonctions, chaque institution financière proposant « en bloc » des compétences aussi diverses que le conseil - juridique, actuariel ou financier - et la gestion - administrative, technique ou financière. Cette intégration, signe d'un marché encore immature, devrait être remise en cause par le nouveau contexte rendu possible par l'évolution législative majeure. La séparation des fonctions, leur « éclatement », aura des conséquences très positives, en termes de spécialisation, de qualité et de rigueur ; faisant jouer la concurrence sur des bases saines, elle constituera une garantie d'efficacité à long terme du dispositif. La gestion administrative, aujourd'hui traditionnellement délaissée, sera l'une des fonctions bénéficiaires de cette évolution, intégrant les dernières évolutions de l'informatique et tirant profit de la déflation de ses prix. After having detailed the weight . of different factors on this situation (political, social, financial, and other factors), . this article questions the responsibility of the Offer itself. It is characterized by a . strong functional integration, each financial institution is offering a « package » . of quite different skills, such as : legal, actuarial or financial advice, or . administrative technical and financial management. Such an integration, which . reflects a still immature market, should be questioned by the new context . generated by a major legislative development. Segregation of functions and . their « break-up » will have positive repercussions, in terms of specialisation, . quality and proficiency. By paving the way for competition on sound grounds, . segregation of functions will be a guarantee of long term efficiency. . Administrative management, which has been neglected until now, will benefit . from this change, by following the new EDP developments and profiting from . their price deflation.
