Abstract

[fre] En France, la gestion des moyens de paiement est devenue une industrie à part entière qui concerne plus de 9 milliards d'opérations scripturales par an. Le nombre d'opérations traitées a crû de 10 % par an ces dernières années, soit cinq fois plus rapidement que le PIB et un important effort d'investissement a été consenti de façon à favoriser notamment l'automatisation des moyens de paiement et la rationalisation des circuits d'échange. Aujourd'hui, l'essentiel des progrès de productivité, liés à l'automatisation, a été réalisé sur tous les instruments de paiement, sauf sur le chèque : 94 % de ceux-ci font encore l'objet d'un échange physique. La place de ce moyen de paiement, très fortement utilisé en France, tend cependant à se réduire au profit de moyens de paiement automatisés (paiements par carte, virements, prélèvements). Par ailleurs, la mise en oeuvre d'un programme de réduction des risques liés aux règlements interbancaires va entraîner, à partir de 1997, des changements importants dans l'organisation des règlements de gros montant. Cela se traduira en particulier par la mise en oeuvre de la Centrale des règlements interbancaires et du système TBF. In France, management of means of payment has become a true industry involving more than 9 billion scriptural operations per year. The number of transactions processed has increased yearly by 10 % over the last couple of years, that is ; five times more rapidly than GDP, and an important investment effort has been made in order to favour means of payment automatization and transaction circuits rationalization. Today, almost all means of payment have made significant automatization progress, except checks : 94 % of checks are still subject to material transactions. The importance of this means of payment, which is indeed widely used in France, is now decreasing in favour of automated means of payment (credit card payments, transfers, direct debit). Moreover, the implementation of a risk reduction programme dealing with interbanking settlements is to bring about, as of 1997, important changes in the organisation of large value payments. This will lead to the implementation of the Interbanking Settlements Center, as well as the real time gross settlement system TBF.
