Conversion-réduction de dette dans les Pays en Voie de Développement (PVD) : Bilan théorique et impacts macro-économiques

Abstract

[eng] Debt conversion schemes and buybacks in less developed countries (LDC's) : macroeconomic effects in theory and practice . The aim of this paper is double : the first one is to realize a theoretical synthesis about several market innovations used by Less Developed Countries (LDCs) to reduce their external debt. The analysis is particularly developed for buybacks and debt equity swaps. In theory, the utility of these experiences for LDCs is not proved. At first, effective debt relief is not sure. Secondely, the effect on investment is difficult to analyze. At last, there is a monetary risk. After few years, it is possible to develop an empirical approach. If statistic tests do not allow to confirm one single theory, and give diversified results, they tend to prove that several countries have benefited from these debt relief experiences. [fre] Cet article comporte deux objectifs : le premier est l'élaboration d'un bilan théorique sur les innovations de marché utilisées par les pays en voie de développement depuis la deuxième moitié des années 80, dans le but de réduire leur dette extérieure. L'analyse se concentre essentiellement sur les buybacks et les debt equity swaps. Leur utilité pour les PVD est moins évidente qu'il n'y paraît a priori. En premier lieu, il n'est pas certain qu'il existe un allégement de dette effectif. En second lieu, l'effet sur l'investissement est complexe à analyser. Enfin, il existe un risque de nature monétaire. La complexité du débat théorique rend nécessaire cette synthèse. Le recul relatif dont on dispose permet également de mener une approche empirique : c'est le deuxième objectif de ce papier. Si les tests menés ne permettent d'infirmer aucune position théorique, et présentent des résultats divers, ils laissent penser que plusieurs pays ont su bénéficier de ces expériences de réduction de dette.
