Abstract

[eng] International financial cooperation : . from harmonization requirements . to otherness ethics . As an introduction for this issue, Jean Saint-Geours insists on the need for international cooperation in a global network organized finance. He describes different forms that such a cooperation can have (search of a consensus while respecting sovereignty, implementation of international regulations, harmonization of national regulations) and more precisely develops the principles of cooperation among stock exchange regulators. Finally, the author stresses some less technical aspects of international financial cooperation : search of reliability, participant's sociological homogenization, harmonization of ways of thinking, and above all acceptance of a cooperation ethics based on otherness. [fre] En introduction à ce numéro, Jean Saint-Geours insiste sur la nécessité de la coopération internationale dans une finance mondiale désormais organisée en réseaux. Il énumère les différentes formes prises par cette coopération (recherche d'un consensus dans le respect des souverainetés, mise en place de réglementations internationales, harmonisation des régulations nationales) et développe plus précisément les principes de la coopération entre régulateurs boursiers. Enfin, l'auteur met en avant certains aspects moins techniques de la coopération financière internationale : recherche de la crédibilité, homogénéisation sociologique des participants, harmonisation des modes de pensée et surtout acceptation d'une éthique de la coopération fondée sur l'altérité.
