Abstract

[eng] Are governments right to support technological evolution through military R&D ? If the answer is positive, which are the most suited institutions and organisation patterns for a fruitful relationship between military R&D and the overall economic performances? It seems to us that the answer lies in integrating civilian and military innovation structures appealing on the concept of dual-use. The purpose of this article is to introduce organisational tools and patterns on which to build a French dual-use policy. [fre] Les pays ont-ils raison d'encourager l'évolution technologique par l'intermédiaire de la R&D militaire? Le cas échéant quels sont les types d'organisation et d'institutions les plus appropriés à une relation fructueuse entre R&D militaire et développement technologique général? Il nous semble que l'avenir soit à l'intégration des structures d'innovation civile et militaire, autour du concept-clé de dualité. L'objet de cet article est de proposer des outils et principes organisationnels sur lesquels pourra s'appuyer la politique duale française.
