Action collective et régimes technologiques dans les phases d'émergence : le cas du consortium PNGV

Abstract

[eng] Malerba and Orsenigo's evolutionary approach focuses upon the characteristics of technological regimes. The latter determines the viability of the various strategies to be implemented by potential innovators. In this article, we intend to study the feed-backs of industry-wide collective strategies on the characteristics of technological regimes. Based on the case of advanced battery research activities conducted within the PNGV, we analyze the extent to which this research consortium has affected the underlying « advanced battery technological regime ». We show that during the stage of emergence, characterized by strong technological uncertainties and a weak institutionalization of R&D activities, PNGV provided an early local space of coordination. Although research consortia do not guarantee success, they enable the partners/competitors to control, to a certain extent, the conditions of opportunity, appropriability and cumulativity. [fre] Les approches évolutionnistes en termes de régimes technologiques dans la lignée des travaux de Malerba et Orsenigo s'intéressent particulièrement aux caractéristiques intrinsèques des technologies étudiées. Celles-ci déterminent les stratégies accessibles aux acteurs du processus d'innovation. Au travers du cas des technologies de batteries avancées, nous nous intéressons à la causalité inverse : comment des acteurs publics et privés confrontés à des verrous technologiques importants tentent collectivement de « façonner » un régime technologique. Un des modes privilégiés d'action collective, notamment dans les phases d'émergence, est l'établissement d'un consortium de recherche tel que le PNGV aux États-Unis. Nous étudions dans quelle mesure les consortiums offrent un premier espace local de coordination négocié entre les différents partenaires/concurrents aux intérêts parfois conflictuels. Ce mode d'action collective permet d'influer sur les variables principales des régimes technologiques telles que les conditions d'opportunité, d'appropriabilité et de cumulativité.
