Abstract

[eng] A critical issue of deregulation is to design institutions that mitigate the exercise of market power to foster competition. The deregulatory dynamics of the British gas industry is an experience high-lighting our understanding of the transition period from a monopoly to competition. This dynamics can be regarded as an institutional dynamics based on complementary actions from institutional players to foster regulatory learning which enables to implement the adequate regulation to sustain a durable competition. [fre] Un des principaux enjeux de la déréglementation est d'établir les institutions réglementaires adéquates pour limiter le pouvoir de marché des firmes tout en encourageant la dynamique concurrentielle. À cet égard, la dynamique déréglementaire de l'industrie gazière britannique est riche d'enseignements en matière d'analyse du processus de transition d'une situation initiale de monopole à une situation finale concurrentielle. Cette dynamique peut se comprendre comme une dynamique institutionnelle s'appuyant sur un jeu d'actions complémentaires entre les acteurs institutionnels pour favoriser l'apprentissage réglementaire permettant à son tour de mettre en place progressivement la réglementation garante d'un développement durable de la concurrence.
