Abstract

[fre] Les directives européennes visant à organiser les marchés intérieurs européens introduisent le principe de l'accès libre au réseau d'infrastructure, à partir d'une désintégration verticale entre l'infrastructure et son exploitation. Ce principe de séparation est au cœur de la nouvelle économie des réseaux.. L'objet de l'article est de montrer que ce principe est économiquement non fondé. Après avoir défini le réseau (partie I), on analyse de façon critique les fondements du principe de séparation (partie II) puis l'on présente une autre approche des réseaux dont la particularité est de prendre en compte la nature des relations de production. [eng] European directives concerning common rules for the internal markets in telecommunications, electricity, gas, railroad... have introduced a principle of division of networks, generally a network's division in two parts : the infrastructure and its use.. The aim of this paper is to show that this principle of division is not economically relevant.
