Abstract

[fre] En novembre 1998 doit se tenir à Buenos Aires une conférence internationale dont l'objectif est de définir le cadre réglementaire régissant l'instauration et le fonctionnement d'un système de Permis d'Émission Négociables à l'échelle de la planète, dans le cadre de la lutte contre l'effet de serre. Cet article cherche à dresser un panorama complet des différentes réglementations possibles et de leurs implications théoriques en matière d'équilibre général, puis présente un chiffrage des impacts sectoriels de ces systèmes sur l'économie française. [eng] An international conference is due to take place in November 1998 in Buenos Aires, with the purpose of setting the regulations ruling the installation and functionning of a global Tradeable Emission Permit system. This paper tries to present a complete view of the possible rules and their theoretical consequences in terms of general equilibrium, and provides figures about the sectorial impacts of theses different rules for the French economy.
