Concurrence par la qualité dans le transport routier de marchandises : normes ou réseaux ?

Abstract

[eng] Backed by an empirical research on the road transport sector, this paper originates from the statement that the road transport market cannot be stabilised by a means of a «market convention». This purpose consists of outlining two possible strategies to escape the present destructive competition in this area. Both aim at replacing the price competition by a quality competition. In the first case, one will rely on norms such as ISO 9000 to restore confidence between the road carriers and their customers. This is close to the industrial model in the meaning of Eymard-Duvernay [1989]. In the second case, the market is organised around the concept of net, as defined by Granovetter [1985]. This situation is close to the domestic model of Eymard-Duvernay. [fre] Cet article, qui s'appuie sur une recherche empirique menée dans le secteur du transport routier de marchandises, part du constat suivant : il n'est pas possible de stabiliser le marché du transport à partir d'une convention marchande. On cherche alors à montrer qu'il existe deux scénarios alternatifs pour sortir de la concurrence destructrice actuellement à l'œuvre dans ce secteur. Ils visent l'un et l'autre à substituer à une concurrence par les prix une concurrence par la qualité. Dans le premier cas, on va s'appuyer sur des normes de type ISO 9000 pour restaurer la confiance entre les transporteurs et leurs clients. On se rapproche dans ce cas du modèle industriel au sens d'Eymard-Duvernay [1989]. Dans le second, le marché va s'organiser autour du concept de réseau tel qu'il a été défini par Granovetter [1985]. Cette situation s'apparente au modèle domestique d'Eymard-Duvernay.
