Les apports de l'analyse économique des contrats à la mise en œuvre des politiques industrielles

Abstract

[fre] La théorie standard permet de n'envisager que quelques politiques étroitement définies alors que l'on observe de multiples mesures d'intervention soutenues nationalement par des consensus « sociétaux », témoignant de situations d'économie mixte. L'article offre un classement de ces mesures selon leur intention stratégique vis-à-vis de l'environnement mondial. Il montre que l'évolution de la littérature récente apporte un argumentaire à un ensemble plus large de mesures de politique industrielle : la nouvelle théorie du commerce pour les politiques stratégiques de compétitivité internationale, le courant néo-institutionnaliste pour ses apports méthodologiques justifiant une politique industrielle étendue par l'argument de défaillance institutionnelle. [eng] The Agency framework and the theory of Transaction costs do not pretend to provide any specific theory of State intervention towards business. Meanwhile, this article underlines that the same theories which have provided a better understanding of co-operative problems, can be usefully developed at the level of the State. At this level, they are able to explain and improve public-business relations especially when regulation and procurement are concerned. Moreover, the same concepts can be used for indirect policies such as the regulation of competition and the build up of institutional framework. Those elements justify the use of antitrust policy as a tool for industrial policy. Despite certain limits, policies which are justified by the Contract theory are coherent within internationalisation and international free markets which characterise the present globalization.
