Coûts de transaction et fondements de l'intervention publique

Abstract

[fre] Cet article montre que l'action publique sur les configurations productives peut être éclairée par la théorie des coûts de transaction. On s'appuie essentiellement sur les travaux d'Oliver Williamson. Le centrage de la théorie autour de la transaction comme unité d'analyse permet de dégager une conception renouvelée de l'efficacité : l'efficacité organisationnelle apparaît comme le déterminant essentiel de l'organisation des activités productives. À ce déplacement de l'analyse positive est articulé un changement de critère normatif : le critère de Pareto est remplacé par la notion de « remédiabilité » qui permet de justifier et de fonder l'intervention publique. Une illustration de la démarche est ébauchée par l'appréciation de quelques tendances récentes en matière de déréglementation des « publics utilities ». [eng] The purpose of this paper is to show that Transaction Cost Economics can be used as a basis for designing public action on industrial organization. The analysis is supported by the theoretical framework developed by O. Williamson. A renewed conception of efficiency derives from the strain put on the transaction as unit of analysis : organizational efficiency appears to be the main determinant of industrial organization. This shift of positive analysis is linked with a change of normative criteria : Pareto optimality is replaced by a « remediableness » standard which permits to justify and to found public action. One illustrates finally the approach by assessing some recent tendencies in the field of public utilities deregulation.
