Abstract

[fre] L'économie internationale subit des transformations très profondes. La transition est caractérisée en particulier d'une part par des modifications du champ et de la nature de la concurrence internationale, et d'autre part par la révolution japonaise dans les modes de production, que constitue l'émergence du Toyotisme.. L'article analyse ensuite les effets sur l'économie américaine et les réponses désastreuses de l'Amérique. L'analyse concerne en particulier les évolutions critiques dans les hautes technologies. Analysant ensuite la situation de l'Europe, à bien des égards plus fragile, la question de fond est de savoir si l'Europe s'avérera capable, profitant des expériences américaines, de définir et mettre en œuvre des réponses plus appropriées. [eng] The international economy is undergoing, very fundamental transformation, both as concerns the extent and nature of international competition and as concerns the Japanese revolution in production methods and organization : the emergence of the « learn production » model or Toyotisme.. The article analyses the effects on the US economy and the desastrous responses by policymakers. The analysis is more particularly concerned with the negative evolutions in the field of high technologies. Analyzing subsequently the situation of Europe which is otill worse, from many stand points, the central question is whether Europe will be able, taking benefit of the American experience, to define and implement more appropriate responses.
