Abstract

[eng] The European market of telecommunication equipment is an interesting example of an oligopoly in a high-tech sector and as such a good candidate for strategic trade policies. This article presents a simple conjectural variation model of oligopoly, incorporating learning effects which allows different simulations of policies. These exercices tend to confirm the expectations of a greater efficiency and corresponding lower prices from the integration of the european market. Also the danger of a greater collusion of the European firms is revealed in the absence of a foreign "outsider". In the concluding remarks we underline the exploratory nature of this paper and we suggest a few possible extensions. [fre] Le marché européen des équipements téléphoniques constitue un cas intéressant de marché oligopolistique soumis à des politiques commerciales stratégiques. Nous suggérons dans cet article quelques pistes de recherche pour évaluer les effets de ces politiques, notamment d'une politique d'intégration du marché européen. Quelques simulations sont proposées dans le cadre d'un modèle simple d'oligopole à variations conjecturales, incorporant des effets d'apprentissage. Ces exercices confirment les espoirs d'accroissement d'efficacité et de baisses de prix corrélatives. Ils révèlent aussi le danger de collusion accrue entre les firmes dans une hypothèse de partage équilibré du marché entre firmes européennes. Diverses extensions du modèle sont suggérées en conclusion.
