Abstract

[eng] In the context of rising costs of innovation in several high-tech industries, large companies and large countries have an advantage since both industries and governments can undertake large projects. How do small countries perform in such industrial sectors ? The article examines industrial strategies and public policies in the Canadian aerospace industry. This exemple points out the constraints imposed by the said strategies : specialization for an international market and participation of foreign firms.
