Abstract

[fre] La déréglementation semble être un sujet récent en économie industrielle. Cependant, les services de télécommunications sont soumis depuis les années 1960 à une modification constante de leur cadre réglementaire. Les dispositions prises par la FCC en 1982 sont certainement les plus innovatrices, mais il serait naïf de croire qu'il s'agit de l'abandon d'un cadre réglementaire. En fait, ces dispositions constituent une néo-réglementation plus conforme à l'état actuel du développement de la technologie que ne l'est le « Communications Act » de 1934. [eng] Deregulation was recently brought into fashion by the politician. Telephone services are by no means safe from the movement. But a most precise observation lets appear the setf-conduct dynamic of this industry. Technological progress looks like a « rule-buster » as it modifies new competitor's ability to gain positions on the market. Barriers to entry collapse as far as the capital cost to desserve a point to point transmission decreases. The only impediment appears to be the FCC rules trying to maintain the long time established natural monopoly of hardware and services producers. It explains constant pressures from U.S. non telecommunications industrial users to increase competition.
