Abstract

[fre] Cet article se propose d'analyser le développement du vidéotex en termes de filière.. Il montre à partir des exemples britanniques, allemand et français que la stratégie des PTT, que l'on peut qualifier d'européenne par opposition à celle suivie outre Atlantique, n'a pas pu mobiliser verticalement les ressources nécessaires à la diffusion du vidéotex, sauf dans le cas français.. Les administrations publiques ont souffert d'un double handicap :. — leur position de monopole les a paradoxalement exposées à l'« opportunisme » des autres acteurs de la filière sur lesquels l'aiguillon de la concurrence n'a pas joué ;. — leur statut d'entreprise publique les a empêchées de s'intégrer verticalement pour remédier à cet opportunisme.. Au-delà des erreurs des PTT concernant le marketing de leur service, cette faiblesse structurelle a contribué à retarder la diffusion du vidéotex. [eng] In this paper, we analyse the development of videotex. Drawing tessons from the British, French and German case, we show that quasivertical integration, necessary for the service to take off, has been missing, but in the French case.. PTT's as public administrations, have had two handicaps :. — because of their monopoly position, they have been victim of their suppliers opportunism : there was no competition to give an incentive for close cooperation ;. — being an administration, PTT's could not integrate backwards to cope with this opportunism.. This has contributed to delay the diffusion of the new service.
