Une évaluation de la rente potentielle des sites hydro-électriques au Canada

Abstract

[eng] The economic development of Canada has been closely related to the development of her natural resources. Some of these natural resources such as forestry, oil, and natural gas have been put up for sale through auctions while some other have simply been given away on a first come-first served basis. In the latter cases, which include hydro-electric power sites, there is no explicit evaluation of the value of these resources. Therefore the need arises to formulate an acceptable methodology for measuring in an ex post fashion the value of these resources on the basis of the value of the output and the economic costs of production. The goal of this paper is to present such a methodology and to apply it to hydro-electric power resources in five canadian provinces. The value of the resources is taken to be the difference between the economic cost of its thermal nuclear replacement and its own economic cost while taking into account the specific nature of electricity.. The empirical results show that the rent which can be attributed to the availability of hydro-electric power resources is located mostly in three provinces : Newfoundlant ($376.7 millions), Québec ($879.7 millions), and British Columbia ($502.6 millions). In 1979, the total rent of hydro-electric resources amounted to 1 % of Canadian Gross National Product. Certaines ressources comme la forêt et le pétrole ont été vendues aux enchères ; d'autres par contre ont simplement été mises à la disposition du public sur une base de premier arrivé — premier servi. Il n'y a donc pas d'évaluation explicite de la valeur de ces ressources. C'est le cas des ressources hydro-électriques. Le problème se trouve donc posé d'estimer la valeur de ces ressources de façon ex post à partir de la valeur de la production et des coûts économiques de production. Le but de cet article est justement de présenter une méthodologie acceptable pour estimer la valeur des ressources hydro-électriques dans cinq provinces canadiennes à partir du coût de remplacement thermique/nucléaire de la production hydroélectrique en tenant compte des caractéristiques de la production de l'électricité.. Les résultats empiriques indiquent que la rente des ressources hydro-électriques est concentrée principalement dans trois provinces : Terre-Neuve ($376.7 millions), Québec ($879.7 millions) et Colombie-Britannique ($502.6 millions). Pour l'année 1979, la rente des ressources hydroélectriques aurait représenté environ 1 % de la Production Nationale Brute canadienne.
