Abstract

[fre] Cette étude propose une analyse systématique des deux groupes les plus importants des « organisations internationales de gestion » au sein du COMECON : les unions internationales de gestion et les entreprises communes. L'auteur évalue leur poids dans les économies nationales, les secteurs d'activité, leur structure et fonctionnement. Il souligne néanmoins les obstacles au développement de cette forme d'internationalisation du capital à l'Est : le manque d'autonomie des entreprises, l'ingérence des organes centraux de l'État, l'impossibilité d'un calcul d'efficacité. L'auteur conclue que leur structure et leur fonctionnement et les motivations économiques de leur création présentent des caractères propres qui les différencient des FMN occidentales. Une évolution dans ce sens reste contrariée par les mécanismes économiques et institutionnels environnants. [eng] This study offers a systematic analysis of the two most important groups of international economic organizations within COMECON : the international economic associations and the joint enterprises. The author considers their importance in the national economies, their fields of activity, structure and mechanisms. He also analyses the obstacles to the development of this kind of internationalization of capital in COMECON : the enterprises'lack of independence, interference by the state's central organisms and the impossibility of calculating their efficiency. The author concludes that their structure, their mechanisms and the economic reasons for their creation have some special characteristics which make them different from western multinationals. Development in this direction is hindered by the existing economic and institutional mechanisms.
