Abstract

[fre] La capacité de l'OPEP à maîtriser le marché mondial du pétrole brut se trouve singulièrement réduite en raison, d'une part de la diminution de sa part de marché et, d'autre part des cassures qui sont apparues en son sein. L'OPEP n'est pas homogène et elle peut difficilement réaliser un consensus durable en matière de production et de prix. Il existe en effet des divergences structurelles d'intérêts entre macro et micro-économies pétrolières, l'optimisation des gisements par chacune de ces deux catégories de pays producteurs nécessitant l'adoption de stratégies différentes, sinon opposées. Manifestement, les conditions nécessaires au fonctionnement d'un véritable cartel ne se trouvent plus réunies. [eng] OPEC's capacity to control the world oil market has been considerably reduced mainly on account of the decrease of its market share and divisions which have lately occured within the organization itself. On the one hand, the share of OPEC in world oil supply has kept decreasing since 1973 where as the share of non-OPEC producers has increased. On the otherhand, as OPEC is not a homogenesus entity, it can hardly reach lasting consensus on production and prices. There are actually structural differences of interests between macro and micro petroleum-based economies. The optimization of their ressources by these two categories of producers implies different if not contradictory strategic choices. The conditions necessary to the unctioning of a real cartel are not met any longer.
