Informatisation et emploi : de faux débats autour d'un vrai problème

Abstract

[eng] The analysis of the impact of computerization on employment is subject to contradictory interpretations. Is technical progress creating or inhibiting employment ? The aim of this article is methodological. The definition of a rigourous methodological framework as presented here is the only way to make empirical studies comparable. Moreover it is shown that only a careful analysis of the economie and social environment of technical progress in each country and in each period allows forecasts to be made about the impact of microelectronics on labour and employment. [fre] L'étude des effets de l'informatisation sur l'emploi a donné lieu à de nombreuses présentations contradictoires. Le progrès technique est-il créateur ou «dévoreur» d'emploi ?. L'objet de cet article est avant tout d'ordre méthodologique. La définition qui est faite ici d'un cadre de référence rigoureux (unité de temps d'espace et d'action) permet la comparaison entre études empiriques apparamment inconciliables. Par ailleurs, la prise en compte de la dynamique propre de l'emploi dans chaque pays et au cours de chaque période définit les conditions de validité de toute prévision en matière de conséquences sociales du progrès technique. Au terme de cette analyse, l'informatisation n'apparaît plus comme une panacée ou un fléau mais comme un élément du système de régulation macroéconomique.
