Abstract

[eng] Abstract This paper presents a history of political economy of urban utilities in Bordeaux. Bordeaux has experienced several institutional changes in the regulation of water, gas and electricity supply during the past two centuries. Water supply was a Municipal Board from 1852 to 1949, whereas gas and electricity were municipalised in 1919. Since the 1980s, two major changes have occurred. Firstly, the political economy of urban utilities, expecially as far as water supply and transports are concerned, is caracterised by the growing interest of the consumers into quality standards and the cost of urban utilities. Secondly, ruling is becoming more and more the result of « agreements » between municipality, consumers and big companies. [fre] Résumé Bordeaux se caractérise par la diversité des modes d'administration et de gestion des grands réseaux techniques. Une des singularités historiques bordelaises fut l'importance de la gestion directe : service municipal des eaux de 1852 à 1949, régie municipale du gaz (et de l'électricité jusqu'en 1956) de 1919 à 1991. Depuis les années 1980 l'économie municipale des grands services techniques en réseau se modifie sous le double effet de l'implication croissante des consommateurs sur les questions de qualité et de coût du service (particulièrement en ce qui concerne l'eau et les transports) et de nouveaux «équilibres» entre municipalité (et supracommunalité), consommateurs et grandes compagnies spécialisées.
