Abstract

[fre] Résumé La reconnaissance de l'URSS par le gouvernement d'Edouard Herriot en 1924 ne s'est pas accompagnée de la signature d'un accord commercial qui aurait permis à la France de bénéficier de l'ouverture provisoire de l'URSS au commerce international et aux capitaux étrangers. En effet, durant toute la période, la France fait du règlement des dettes russes un préalable à toute négociation commerciale, et l'échec à ce sujet des conférences de 1926 et 1927 ne permet pas de débloquer la situation. Des industriels, hommes d'affaires et certains responsables du Quai d'Orsay, comme Jacques Seydoux, qui réclament plus de souplesse et voudraient même accorder des crédits à l'URSS pour permettre le remboursement des dettes, ne sont finalement pas écoutés. Aussi, le commerce entre les deux pays, de 1921 à 1928, se fait dans des conditions difficiles, souvent confuses, et son volume reste très limité. [eng] Abstract From 1921 to 1928, there was not any commercial agreement between France and USSR, even after the renewal of diplomatic relations. So the French trade could not really have the advantage of the NEP like the German or the British ones. Indeed, during these years, France considered the settlement of the russian debts as a sine qua non condition for commercial negotiations. The failure of the french-soviet meetings about this matter in 1926 and 1927 did not release the situation. Some businessmen and diplomats, like Jacques Seydoux in the Quai d'Orsay, which claimed more flexibility and even wanted to give USSR some credits, did not get a hearing. Difficulties, disorder and muddle prevented the trade between the two countries from on significant increase.
