Abstract

[eng] Abstract : When, in 1775, Trugoťs ministery applied liberal conceptions, Lyon's authorities were faced with the wheat supplying policy problem, until then organized as town granaries. Town counsellor Brae's private papers allow to catch every stake about this question. The riot threat, linked to bread increase price, became a weapon used during local political struggles ; the important literacy about that subject, which dissertations about people are remarkably coherent, assigned to wheat policy a mission which was comparable with charity establishments'one : silk craftsmen stabilization, by avoiding any transgression opportunity, from geographical mobility and unemployment, said to be a cause of immorality, to professional reconversion. So, the wages point was a dodged question. [fre] Résumé : La mise en application des idées libérales par le ministère Turgot en 1775 posa avec une acuité particulière le problème de l'approvisionnement frumentaire de Lyon, jusque là organisé autour d'importants greniers municipaux. Les notes personnelles de l'échevin Brac permettent d'appréhender l'ensemble des enjeux attachés à cette question. Le risque d'émotion populaire attaché à renchérissement du pain devint une arme utilisée au cours des luttes politiques locales ; quant à l'importance littérature consacrée à la question, tenant sur le peuple un discours cohérent, elle assignait à la politique frumentaire une mission comparable à celle des institutions d'assistance, celle de stabiliser la main d'oeuvre de la soierie en lui évitant toute possibilité de transgression par mobilité géographique, chômage générateur d'immoralité ou reconversion professionnelle. Ainsi se trouvait éludée la question salariale.
