Abstract

[fre] Résumé L'étude du fonctionnement des relations de la France avec l'Empereur de 1668 à 1673 fournit un exemple du travail de ce personnel de fidèles et de clients qui était au service du secrétaire d'État aux Affaires étrangères, Hugues de Lionne. Les problèmes étaient ceux de la transmission des nouvelles et de l'adaptation aux pratiques des interlocuteurs. Le cas analysé montre la confrontation, à Vienne, de la pratique qui se voulait rationnelle, de l'envoyé français, Jacques de Grémonville et de celle, « baroque », du principal ministre de Leopold I, le prince Lobkowitz. Enfin il est souligné que les liens entre Louis XIV et Leopold I pouvaient être d'ordre privé ou d'ordre public ; ainsi ils établissaient soit une « amitié » entre les deux maisons souveraines en réglant les problèmes patrimoniaux — c'était le cas du traité secret du 19 janvier 1668 -, soit une « harmonie » entre les intérêts des Etats dont ils étaient souverains. Lionne savait qu'en 1668, Leopold n'approuvait pas la politique française et qu'il attendait d'en avoir les moyens pour s'y opposer. Les Hollandais attaqués par la France en 1672 fournirent à l'Empereur, en 1673, les sommes nécessaires pour engager la guerre. [eng] Résumé The study of how the relations between France and the Emperor operated between 1668 and 1673 gives an example of the work put in by the personnel of faithful and clients who attended on the secretary of State for foreign affairs, Hugues de Lionne. The problems were how to pass on news and how to adapt oneself to the other party's practices. The case analyzed here shows the confrontation in Vienna of a would-be rational practice, that of the French ambassador Jacques de Grémonville, and of the « baroque » practice, that of prince Lobkowitz, Leopold I's principal minister. Lastly one can stress that the links between Louis XIV and Leopold I could be either private or public : they could establish either a « friendship » between the two sovereign houses when settling their patrimonial problems, as in the secret treaty of 19 January 1668, or an « harmony » between the interests of the States they ruled. Lionne knew that in 1668, Leopold did not approve of French politics and that he was waiting to oppose it till the had the means of it. The Dutch, when attacked by the French in 1672, granted the Emperor, in 1673, the necessary funds to declare war on France.
