Abstract

[fre] Le bilan de l'emploi en 1995 et au premier semestre 1996 . À la suite d'un ralentissement de la croissance, le mouvement d'embauchés a été marqué par un renversement de tendance à l'été 1995. Les créations nettes d'emplois au cours de l'année 1995 apparaissent ainsi en recul par rapport à celles enregistrées l'année précédente : environ 125 000 personnes en 1995, contre 205 000 en 1994. Cette moindre augmentation de l'emploi résulte principalement d'une réduction sensible des effectifs dans le secteur du bâtiment, d'une moindre augmentation des effectifs dans le secteur tertiaire marchand et d'une décélération des créations nettes d'emplois aidés dans le secteur non marchand. . Le temps partiel continue de se développer, vraisemblablement favorisé par les mesures d'abattement des coûts . salariaux. Conjointement, la durée moyenne de travail des salariés à temps partiel progresse encore. . Le renversement de tendance au cours de l'été 1995 caractérise également l'évolution du chômage au sens du BIT : il baisse pendant les six premiers mois puis augmente fortement au second semestre. Au total, le nombre de chômeurs au sens du BIT s'est accru de 34 000 sur l'ensemble de l'année 1995. Cette dégradation concerne majoritairement les jeunes de moins de 25 ans. . L'évolution de l'emploi au premier semestre 1996 s'inscrit dans le prolongement de celle observée au second semestre 1995. Cette stagnation de l'emploi a impliqué une poursuite de la hausse du chômage au sens du BIT dont le taux a atteint 12,5 % à la mi-1996. [eng] Employment in 1995 and the First Half of 1996. The employment trend turned around in the summer of 1995 following a slowdown in growth. Net job creations in 1995 were therefore down on the 1994 figures. Total employment rose by approximately 125,000 people from the beginning to the end of 1995 as opposed to 205,000 in 1994. This lower employment growth is due mainly to a marked cut in staff in the market services sector and a slowdown in net government-assisted job creations in the non-market sector. Part-time work continued to develop, apparently furthered by labour-cost reduction measures. At the same time, the average working week for part-time employees lengthened again. . The trend swing in the summer of 1995 is typical of the unemployment trend as defined by the ILO: unemployment drops during the first six months and then rises sharply in the second half of the year. The total number of unemployed in the ILO sense of the term rose by 34,000 over 1 995 as a whole. This decline concerned mainly young people under 25 years old. . The employment trend in the first half of 1 996 continued in the same vein as that observed in the second half of 1995. This stagnation in employment resulted in a continuation of the rise in the ILO-defined unemployment rate, which had attained 12.5% by mid-1996. [ger] Die Beschâftigungsbilanz fur 1995 und das erste Halbjahr 1996 . Die Verlangsamung des Wachstums fùhrte im Sommer 1995 bei der Personaleinstellung zu einer Trendwende. Im Laufe von 1 995 wurden deshalb netto weniger Arbeitsplàtze als im Vorjahr geschaffen: zwischen Anfang und Ende 1995 nahm die Zahl der Beschâftigten insgesamt um rund 125.000 Personen zu, wàhrend es 1994 205.000 waren. Dieser geringere Anstieg der Beschàftigung ist hauptsàchlich auf einen nennenswerten Personalabbau im Baugewerbe, eine geringere Beschàftigungszunahme im marktbestimmten tertiàren Sektor sowie auf eine Verlangsamung der Nettoschaffung von subventionierten Arbeitsplàtzen im nicht-marktbestimmten Sektor zurùckzufûhren. Die Teilzeitarbeit nimmt auch weiterhin zu, was wahrscheinlich durch den fur die Lohnkosten gewàhrten Steuerfreibetrag begùnstigt wird. Parallel dazu steigt noch die durchschnittliche Arbeitsdauer der Teilzeitbeschâftigten an. . Die Trendwende, die im Sommer 1995 einsetzte, ist auch kennzeichnend fur die Entwicklung der Arbeits- losigkeit im Sinne des IAA. Denn sie nimmt in den ersten sechs Monaten ab, wâhrend sie im zweiten Halbjahr wieder stark ansteigt. Insgesamt hat die Zahl der Arbeitslosen im Sinne des IAA im Verlauf von 1995 um 34.000 zugenommen. Von dieser Verschlechterung der Beschâftigungslage sind hauptsàchlich die Jugendlichen unter 25 Jahren betroffen. . Die Entwicklung der Beschàftigung im ersten Halbjahr 1996 ist die Fortsetzung der im zweiten Halbjahr 1995 beobachteten Entwicklung. Dièse Stagnation der Beschàftigung hat zu einem weiteren Anstieg der Arbeitslosigkeit im Sinne des IAA gefùhrt, deren Quote Mitte 1996 12,6% erreicht hat. Como consecuencia de la reducciôn del crecimiento, el movimiento de contrataciones se serïala por un cambio de tendencia en el verano de 1 995. Las creaciones netas de empleos en el transcurso de 1 995 aparecen en retroceso respecto a las que se registraron en el arïo anterior : el empleo total aumenta en unas 1 25 000 personas entre el principio y el final del arïo 1995, contra 205 000 en 1994. Este menor aumento del empleo se debe esencialmente a una reducciôn notable de plantillas en el sector de construcciôn asi como a un menor aumento de plantillas en el sector terciario privado y a una desaceleraciôn de las creaciones netas de los empleos ayudados en el terciario pûblico. El tiempo parcial sigue desarrollândose, sin duda a favor de las medidas de reducciôn de los costes salariales. Al mismo tiempo, la duraciôn media del trabajo de los asalariados a tiempo parcial aumenta todavfa. . El cambio de tendencia en el transcurso del verano de 1995 caracteriza también la evoluciôn del paro en el sentido del BIT : este baja durante los seis primeros meses y aumenta luego fuertemente en el segundo semestre. En la totalidad, el numéro de parados en el sentido del BIT creciô en unos 34 000 en el conjunto de 1 995. Esta degradaciôn afecta sobre todo a los jôvenes de menos de 25 anos. . La evoluciôn del empleo en el primer semestre de 1996 se inscribe en la continuaciôn de la que se registre en el segundo semestre de 1995. Este estancamiento del empleo ha inducido un alza seguida del paro en el sentido del BIT cuya tasa alcanzô un 1 2,5 % a mediados de 1 996.
