En los barrios en dificultad de Metz y Nancy, la tasa de desempleo era, en 1 990, casi dos veces mas alta que la tasa media de las dos aglomeraciones (20% contra 11%). Estos barrios albergan, por cierto, unas poblaciones mâs expuestas al riesgo de paro (jôvenes, personas poco cualificadas...), pero las estructuras de poblaciôn activa no lo explican todo : un efecto propio de estas zonas, y de fndole desfavorable, esta igualmente a la base de esta diferencia de tasa de paro. In den schwierigen Stadtvierteln von Metz und Nancy war 1990 die Arbeitslosenquote fast zweimal so hoch wie die Durchschnittsquote der beiden Agglomerationen (20% gegenùber 11%). In diesen Stadtvierteln wohnen zwar Bevôlkerungsgruppen, die dem Risiko der Arbeitslosigkeit stârker ausgesetzt sind (Jugendliche, wenig qualifizierte . Certes, ces quartiers abritent des populations davantage exposées au risque de chômage (jeunesnes peu qualifiées...), mais les structures de population active n'expliquent pas tout : un effet propre à ces zones, et de nature défavorable, est également à l'origine de cette différence de taux de chômage. In 1990, unemployment in the struggling neighbourhoods of Metz and Nancy was nearly twice as high as the average rate for the two towns (20% as opposed to 11%). Although these neighbourhoods admittedly contain populations more vulnerable to unemployment (young people, the unskilled, etc.), labour force structures do not . explain everything. Adversity found only in these areas is also behind this unemployment rate gap.
