Abstract

[fre] Le Revenu Minimum d'Insertion : une prestation d'accompagnement ? . L'un des objectifs majeurs du RMI est la réinsertion, notamment professionnelle : d'où l'attention accordée aux flux de sortie du dispositif, qui prennent parfois valeur de test de son efficacité. Pourtant la situation est plus complexe : la frontière entre RMI et réinsertion apparaît floue et poreuse. Ainsi, parmi les bénéficiai resdejanvier1990,untiersaces- sé au moins une fois de percevoir la prestation en cours d'année. Mais cette suspension des versements, parfois liée au non renvoi des documents idoines, ne correspond pas forcément à une réinsertion durable vers un emploi stable, mais souvent à des activités précaires, ou à la prise en charge par d'autres dispositifs de solidarité. . A l'inverse, le maintien dans la prestation est plus permanent pour deux tiers des bénéficiaires, puisqu'ils l'ont perçue tout au long de l'année. On ne peutconclure pour autant de façon systématique à un échec dans leur cas : les dispositifs annexes (santé, logement, etc.) fournissent à ces bénéficiaires les premières bases d'une réinsertion sociale et l'on observe aussi une amélioration progressive de leur situation vis-à-vis de l'activité. [eng] Is the RMI a Complementary Benefit ? . One of the main objectives of the RMI was to reintegrate people into society, particularly into the working population. This explains the attention paid to those who exit from the system , their number being sometimes a test of its efficiency. However, the appreciation is complex : the frontier between being on the RMI and reintegrated seems to be blurred and porous. Among the recipients of January 1 990, a third stopped receiving the allowance at least once during this year. But this stoppage of payment, sometimes linked to the fact the recipients did not send back the necessary documents, does not necessarily correspond to the acquisition of a steady job, but often to precarious employment, or to the fact that the person has been taken on by another kind of welfare provisions. . On the contrary, two-thirds of all recipients remained in the system and received the RMI throughout the year. This does not mean that these cases result from inadequacies of the RMI provisions : other social benefits linked to the RMI (health, housing,...) allow the people concerned to take the first step toward social réintégration and a gradual improvement of their employment potential can also be noticed. No obstante, no se trata necesariamente de reinserciôn durable hacia un empleo estable sino frecuentemente de actividades precarias o de las ayudas proporcionadas por otros dispositivos de solidaridad. . Inversamente, el hecho de continuar pertibiendo el subsidio es mâs permanente para dos tercios de los beneficiarios puesto que lo cobraron a lo largo del ano. No puede Ilegar a la conclusion de que se trata de un fracaso en este caso, en efecto, los dispositivos anexos (sanidad, vivienda, etc.) propordonan a estos benefitiaros las primeras bases de una reiserdôn social, observândose también una mejora progresiva de su situation con relaciôn a la actividad.
