Abstract

[spa] El halo que rodea el desempleo - Según la definición de la Oficina International del Trabajo (OIT), un desempleado debe reunir tres condiciones: tiene que encontrarse sin trabajo, estar disponible para trabajar y en búsqueda de un empleo. En marzo de 1991 , había 212 millones de desempleados según la acepción de la OIT, pero al margen de este núcleo, gravitan otras per- . sonas que constituyen una especie de halo alrededor del desempleo. Se trata por una parte, de personas que declaran buscar un empleo pero que no se encuentran en disponibilidad para trabajar y por otra parte, de los que no comenzaron la búsqueda o que han renunciado a esta ultima, en la mayoria de los casos debido al desaliento. [eng] The Halo Around Unemployment - The International Labor Office (ILO) defines an unemployed person as someone who fulfills three conditions: he must be without a job, available to work and seeking employment. Thus, in March 1991 , there were 2.2 million unemployed, according to the ILO's definition. On the periphery of this hard core of unemployment as a kind of halo. . These people are, on the one hand, those who say they are looking for a job, but are not available to work or have not recently taken steps to look for employment, and, on the other hand, those who have not started looking or have given up, often because they were discouraged. [fre] Selon la définition du Bureau International du Travail (BIT), un chômeur doit remplir trois conditions : il doit être sans travail, disponible pour travailler, et à la recherche d'un emploi. En mars 1 991 , il y avait ainsi 2,2 millions de chômeurs au sens du BIT. En marge de ce noyau, gravitent d'autres personnes qui constituent une sorte de halo . autour du chômage. Il s'agit d'une part de celles qui déclarent rechercher un emploi mais qui ne sont pas disponibles pour travailler ou qui n'ont pas effectué de démarches récentes, et d'autre part de celles qui n'ont pas commencé leur recherche ou qui y ont renoncé, souvent par découragement.
